An example of an internal business procedure:
You have an internal procedure for a business operation and you e-mail it to the employees concerned.
How will you verify that they have fully adopted it and learned?
One way is to check their knowledge and another way is to trust that they have really learned the procedure in question.
In either case you will sacrifice something.
In the first case you will lose a huge amount of your time.
In the second case you risk your employees making mistakes, which will ultimately lead to, again, losing your time and the mistakes will probably be reflected in financial costs.
In the end, you will never have their knowledge verified.
